So, the police can now ‘fine’ people, in this case ‘govnt officials’, & keep it a secret. The police cannot fine anyone. Fixed Penalty Notices are illegal under the Bill of Rights (1689). No one can be fined or have their property taken without a conviction in a court of law. People are now taught nothing in schools about their still existing constitutional rights. We’ve been dumbed down into tyranny. It took eight centuries to build up the rights & freedoms we enjoy, & wars to preserve them.
